Can I use it only to watch, and not to run the hotel?

Yes. Give yourself the owner role and your managers theirs. You will see everything and can step in when you want to.

What if my manager is the problem?

Xenia cannot stop someone with a manager's login, but it makes what they do visible to you, and sensitive actions can need your own approval.
